Topaz clean 3 setting

Step 1: after you’ve successfully install topaz clean. go to filter>topaz labs>topaz clean 3

Step 2: choose cartooned on presents

Step 3: Apply this setting below and click ok. 

Step 4: go to filter>sharpen>smart sharpen. amount 500% and radius 0.3 pixels or just go to filter>sharpen>sharpen.

Step 5: Add coloring or PSD on the picture. (result)

Step 6: Add texture if you want. (result)
